Why? You simply have a coupole of different insets. The inset name (second 
word in a line) determines what can follow.

We should not change the configuration files of a stable release. We did 
this with the new vector flag for the formats in 1.4.4, and the result is 
that the windows installer still ships a broken lyxrc.dist.

No, I don't agree. I like to have all these smybols in one file. What I 
don't like is the parsing, and the internal representation in memory. The 
latter should be more typesafe.
If we would use one file per inset, then we would suddenly have ~ 6 small 
files, and it this would be harder to maintain and to use.
