  The problem is not the OS but the distribution medium. It is a tradition to 
allow the code to work with fairy conservative conditions.

  The restriction of 99 characters applies because of this assumption.

  FWIW with linux, I have tested, 255 is the limit for the file (or directory) 
name size, now you can nest long paths inside long directories.
