Attached is a patch to remove the isDviClean entirely from LyX.
isDviClean was used to guard against generating the latex file and
relatexing it in the cases when no change was done to the buffer. This
however removed a good feature that made a relatexing when a file that we
depend on has changed externally like a bibtex file, or any other file
that the document happened to use.
The patch removes the isDviClean, markDviClean, markDviDirty functions and
removes the calls to this functions as well as the variables that were
used by this functions.
