Select the required quote in the Layout->Quotes menu, then " will provide
the right « guillemet »

lyx-1.1.5 lyxrc allows to use the compoe key: uncomment
override_x_deadkeys false
Didnt't check it however, should allow to type in the whole isolatin set
(Copyright, Yen, etc.)
