True, but this was just an example and your request should already be
resolved since keyword 'NumberWithin' already exists. Therefore, I
think it is rather a bug than a feature request. Of course, the
problem also exists as well with report and book classes (numbering
should be relative to chapters for these classes).

overridden?
The setting can already be defined for each class, assuming that you
edit the corresponding layouts. Modifying "stdfloats.inc" gives a
quick test and that's why I took this example ; to set numbering for
a particular class, the float layouts could be copied and modified or
maybe loaded and overridden.
I added these considerations to your bug #3677.
