As far as I tested, yes.

iT IS SAVE TO USE UNICODE IN ALL CASES. I tested this carefully I
think. And nevertheless, whenever the user uses not latin1 as
encoding, unicode must be set to get proper PDF-bookmarks.

So the ask the same thing differently, why isn't it the default then?

This feature doesn't work for all textclasses. That means for some text classes the pdftitle will still be empty, although this option is set and the document has a title environment.
To this option means: "Try to get the title and aiuthor if possible, if not possible 
leave it as it is."

I read it, but I still prefer a checkbox, even if it defaults to on.
As for the previous option, if it was so great, it would default to
true in hyperref.
