Well wouldn't it be easier to specify in the /usr/local/share/lyx/lyxrc
file that you want your files in ~/tmp and create a ~/tmp for every user?
Or you could just say tempdir=false so it doesn't use any tempdir and let
the user specify it own tempdir if (s)he wants it?
This are all options you already have with lyx!
