Would it make sense to apply this patch to the 1.5.6 tarball and rebuild the
Mac binaries?

Definitely.

Bennett,
I finally got to make a new Mac-binary with JMarc's gettext patch
applied, and which should not have the problem anymore that LyX does not
pick up the OS language. (This is actually easy to test without screwing
up its own language settings by creating a separate (test-)user in OS X
- the OS language settings are user-specific.)

Here it is:
<http://www2.spsc.tugraz.at/people/hofbauer/lyx/LyX-1.5.6-2-Mac-Universal.app.zip>

Would you test the build (it also uses Qt 4.4.1 now, and I needed to run
autogen.sh in order to 'activate' the patch), and if it is OK, put the
other stuff around and release it?
I would suggest to use a different name than the first one, e.g.
LyX-1.5.6-2-Mac-Universal.dmg

Thanks,
Konrad

P.S. This is what I did:

Starting from the official lyx-1.5.6.tar.gz:
khofbaue$ patch -p0 < ../gt2.diff patching file m4/gettext.m4
patching file intl/langprefs.c
patching file intl/localename.c
khofbaue$ ./autogen.sh Using automake (GNU automake) 1.10
Using autoconf (GNU Autoconf) 2.61
Locating GNU m4... /opt/local/bin/gm4
Building macros...
        .
done.
Building config header template...
        .
done.
Building Makefile templates...
        .
done.
Building configure...
       .
done.

run "./configure ; make"

And then used the attached build script (on 10.4.11/Intel) - there is one new thing in the linker flags - not sure if it is needed (but it might prevent the crash/drawing problems some people had).
