Yes, right. Well, same for Table of contents as a matter of fact. So the solution would be to always present the toc first. This is not so easy to do... But we have a toolbar button and a menu entry for showing the toc, isn't that enough? Of course a keyboard shortcut would be nice in addition but 'Alt-d o' works fine already.
