This is in my experience often related to user-side (company-)firewalls. So I think it would indeed be good if they could be put somewhere http-accessible.
Along the same lines, could we not mention the pre-releases (betas and RCs) also on http://www.lyx.org/Download ?
We have a section 'Previous Versions' there, why not also having a section 'pre-release versions'? So far the betas can only be found by going through the annoncement.
