Yes, such cases cannot be prevented.
As stated in our documentation, the user is responsible for what he is doing in the document preamble. You find in all LaTeX books a note that it is important to use a well-determinable name for new commands to avoid package clashes.

You will get the same error when you install a new LaTeX-package that also 
defines \ce.
