replace LFUN_TABULAR_FEATURE with LFUN_INSET_MODIFY

Related to the table dialog cleanup I would like to replace 
LFUN_TABULAR_FEATURE with LFUN_INSET_MODIFY because there is no 
difference at all (AFAICS).

Any objection?
