Needless to say I was wrong and what you suggest does work.  I had issues with 
a space character in one of my directories.  pdflatex does not mind, whereas 
plain Latex (but only with graphics in the preamble) did mind and skipped the 
files to be included.  Take out the space and it all works.

Frustrating, but so it goes.
