If this works, fine, you should be able to write Devanagari with the
devanagari package loaded in Document>Settings>LaTeX Preamble
and raw LaTeX (e.g. {\dn magna.m} in an "ERT box").

It should also be possible to import a LaTeX source file using the
devanagari package.

If the above (ERT+LaTeX preamble) work fine, it should be easy to create a
module for devanagari support.

However, as devanagari is not supported by "babel", the standard way of
(8-bit) LaTeX language support, this is rather an enhancement request
"Please add support for the devanagari package" than a bug.

Alternatively, you can use XeTeX and Unicode input, together with a system
font that supports the script.

The polyglossia package supports several languages using the script - adding
missing ones to the GUI language selection is a separate enhancement request.
