Hmmm.... Yes, that seems to be an old script based on the procedure in http://wiki.lyx.org/Devel/ReleaseProcedure which is tied to the old subversion repo.
I'll rename my script to lyx-fedora instead, and you can include it in the same place (development/tools). Here it is, slightly modified.
