Do we now really have a new file format, just because we added new
styles to a layout ? This also means that the LyX file format is now
hardcoded to some version of the layout files. Is this the outcome of a
recent discussion on whether we can upgrade layout files in a stable
release series, or is this a trick to fire lyx2lyx ?
