I am confused. Citing Jean-Pierre:
        In addition, I think it is better to give links to CTAN from 
www.ctan.org instead of mirrors.ctan.org,
        the server shifts to a mirror is a file ends the link

I am open to either way, but it should be consistent through our docs.
