There are a number of languages installed, but not all. When LyX is
installed, on my system I have then the following language packages:
texlive-collection-langczechoslovak
texlive-collection-langenglish
.. -langeuropean
-- -langfrench
.. -langgerman
.. -langitalian
.. -langpolish
.. -langportuguese
.. -langspanish
The are also collections for non-european languages, which are not
installed by default (but maybe they are on a non-european system). I
don't know how openSUSE knows which languages to install.
The way texlive is packaged follows upstream, as you can see when you
look at the package list e.g. here:
http://download.opensuse.org/repositories/Publishing:/TeXLive/openSUSE_Leap_42.1/noarch/
So I think a solution for installing from TUG should, maybe with a small
adaptation, also work on openSUSE.
