No the count order is not taken into account anymore, frequence of
usage is. So if the elem has a high use_count but is almost never
used, it will be closer to the end of the sequence. elements used
often fill be close to the front of the sequence.

By doing it this way the sequece will change its order according to
usage not to number of references.

Slightly slover for loading lyx files (~0.5 sec), but should be faster
for interacgive usage.
