It cannot be stopped other than killing LyX via the task manager.
That part is fixed for 2.4.0. When you start compilation, a new "Cancel
Background Process" entry appears on the Document menu, and a button
activates on the toolbar.

That is an awesome feature given things can apparently go wrong with the
typesetting and in cases where one changes ones mind of wanting to wait
for a several minute typeset.
