French is added to the document class options, so it should be known to
babel. Maybe you don't have French Babel support (frenchb.ldf) installed?
In Debian this is in package "texlive-lang-french".
This is a problem IMO. I am not sure how to deal with it, but users
should not have to deal with this issue for such a basic manual.
