Depends on the workflow. If several people work on a document, it might
make sense that inset states remain as the individual users set it on
their respective machines, as it's a view property (which does not
affect the result).

Inset state is certainly a liminal category in this respect, and I
think there is no one-fits-all solution.

Sounds like a job for a preference setting to me.

Those are too global. Then someone will complain that they have some
documents where they want inset states preserved and others where they
don't. There's no perfect solution, and there are diminishing returns to
refining it.

Sessions can be preserved across machines by 'sharing' the relevant
config files.

Seems cumbersome to 'share' sessions, e.g always bring not only your document but also the session files with you.
