IIRC one idea was that since we (still?) don't know how to properly
break lines
in some languages (e.g. chinese) it's better to let the documents in
those languages
to be left aligned - otherwise horrible spacing appeared to often.
There was also a time when everytime there was a discussion of a new
pref, someone would chime in and say "this is useless for me if I cannot
set it on a per-document basis" ;)

Thanks. Makes both sense to me. Well, and one kind of set it globally by
saving it as document default.
