From what I see, the issue is with i686 (32 bits) compiler mingw-w64.

I don't think so. Windows 11 is 64 bit only and support for 32 bit
cygwin has been dropped long ago.
In particular, can a newer fixed compiler be used for the old targets
with a 32 bits architecture ?
Possibly, but I don't think we should cater for 32 bits architectures
anymore.
