Bibtopic disables the default bibliography environment, so a normal
bibliography will always be empty if bibtopic is used, even if you don't use bibtopic
commands. Bibtex has to be run anyway, though.
This is a feature (especially in LyX: you can insert a bibtex-inset to have
access to the database but don't have to comment it out).
You can disable this feature AFAIK, have a look a the doc, please (I don't have
it here at the moment).
