sure, but this was written by lyx into the file:
\layout Standard
\added_space_top 0cm \added_space_bottom 0cm \align center

this is the same which Lars reported with the two red dashed
lines, now the two vspace marker.
The appear at all tables and floats.
I'll have a look for a 1.1.6 file.
