Actually the specific bug 221 is fixed by my patch... but try this.

1. Take the test document.
2. Cut out the float.
3. Go to the "Layout->Document" menu and change the document class 
   from komascript report to article.
4. Press "Edit->Undo".

BOOM!

Hmmmm. Does Undo store the raw layout numbers? This wouldn't happen if
also the textclass conversion operation itself were "undo-able"...

This argues for a policy of storing the layouts by name IMHO. Unless we
can fix Undo/Redo too along the same lines.
