preview.sty already adds 0.5bp on each side of the graphics when it
generates those graphics (in order not to clip off anything
protruding sligthly from the TeX bounding box).  If you wanted more
margin than that, you can easily tell preview.sty by changing the
macro \PreviewBbAdjust (see the docs for preview.sty).  When adding
additional space, it makes more sense if TeX is able to draw in those
pixels in the rare cases where it has something hanging out of its
box rather than have it blank.
