What it clearly says, "No Repeated Apply," which translated into
English means you can't press apply more than once because it is
disabled after the first push -- however if you change the contents
of the dialog Apply will be enabled again.

OKApplyCancelReadOnlyPolicy allows repeated application of the dialog
contents (ie. you can press Apply as many times as you want and it
won't be disabled).
