We hit hard limits of TeX here. I've been playing around with similar
things lately and as far as I can judge from what I've seen there is
_no_ way to make TeX behave like we want in every situation, let alone
a concise and robust solution.

Or more to the point: TeX is a mess, not just input, but also output-wise.

One of the major problems is that TeX needs to know how long lines in a
paragraph are _before_ it starts breaking lines. Which is impossible to
know in the presence on unevenly spaced lines on "pages" of changing width.

So best we can do is indeed to simply pass things on to TeX and hope for
the best, maybe augmented by some improved parsing of the log file. But I
can't really see a good solution here.
