Do you think that this is a question for lyx-devel or lyx-users?
If not using natbib, add \usepackage{cite} to your preamble.
If you are using natbib, then you'll have to edit the generated LaTeX file
by hand:
\usepackage[numbers,sort&compress]{natbib}
