I have some time today I will try to take a look into it.
My approach will be in two phases:
* run the file you sent me over lyx-1.1.6fix4 and see how lyx re-writes it.
* I suspect that it simply adds a standard layout if not present
So the test I expect to apply is something like this
if first_line != \layout
add \layout Standard
The run over 1.1.6fix4 is to avoid any pitfall that this simple fix could
have.
