The problem here is my old pet with LyX. The distinction betwen standard paragraph and empty paragraph. Think of empty paragraph as no paragraph (no style). LaTeX confuses this, sometimes it means one thing sometimes it means another. In this case it doesn't make sense to talk about paragraphs for cell elements so the code forces the standard paragraph. What comes at cell level is not a paragraph level element, that's it. Interestingly docbook has the same problem regarding tables, due to the dreaded mixed content model_ cells can both inline and block elements. That is the same problem we have here.
