The encoding of LyX files is a small part of the problem. We also need
to consider:

  o lyx2lyx handling conversions
  o .tex output - Unicode support, etc.
  o internal encoding and removing any remaining dependencies on
    single-byte encodings

It's not quite a simple a job as you suggest. Yet it's probably not
/too/ difficult either.
