The server (means the SMTP daemons that are involved in the transmission).
This follows from the SMTP RFC that Martin cited. If sendmail does not do
it - file a bug report (for the address, look here:
http://www.sendmail.org/email-addresses.html)

Probably because it has side-effects: If you don't know whether you receive
a message witrh correct dots or not, how can you determine whether "..CRLF"
means "..CRLF" or ".CRLF"? I guess that they use some heuristics, but I
believe that these cannot be 100% correct in all cases.

True, but in this case the risk of introducing lyx2lyx bugs is too high.
