I think reviewing publicly a patch is easier when it is complete. The
main problem is that we do not have enough time to work on LyX. I know
this is a problem for me; already focusing on 1.4 is difficult, so
reviewing patches lags. I hope I will be more available after 1.4
settles. 

OTOH, we have tried adding patches 'that work' without asking much.
And now we have a lot of code that nobody really understands or
special hacks. It is not that new contributors are not good. It is
just that often you need several people to find the right solution.

I do want to have new blood in the team. We definitely need that. But
at the same time we need to keep the code in a consistent shape.
