I would only tag the formats that are relevant to the whole document, since
we currently don't need to know whether a format is an object format or
not. It would be confusing for users to have a setting that does not have
any effect.
The new flag would basically be the negated "noexport". Do you have a good
name? I can think of "document", but I don't know if it is clear enough.

So far there is no plan at all. It could also be used for 1.4 with the only
difference that I would not remove the 1.3 compatibility code for viewers.
