This we do with AM_CFLAGS, AM_CXXFLAGS and AM_CPPFLAGS
| 2. if some flags are optional, keep them as default for CCFLAGS etc
Which we do with CFLAGS, CXXFLAGS and CPPFLAGS
| 3. setting of CCFLAGS etc will always replace the default values.
