It looks like Martin's patch does not endanger the stability of other
functions. IMHO, it is more of a strategic decision whether we include
outlining in the 1.4.X series or not. Despite unicode support and the
qt4 frontend, some people may say that 1.5 has very little to offer in
comparison to 1.4.X.

This is not a real bug or regression. The change was made deliberately!
It is just one of the cases where LyX 1.3 had a more user-friendly GUI
than LyX 1.4. We could also add a bug report for the citation dialog
which is a pain in 1.4. Are there any plans to go back to the 1.3.X
dialog (or to Abdel's 1.5 dialog)?
