In that case, I say that it's under the documentation-equivalent of the GPL. Why? Because waaaaaay back when I was editor-in-chief (like, 1996/97), I assumed that all of LyX, including docs, contributed templates, layouts, etc., would be under the GPL. And why did I read it like that? Because I took the license to apply to the entire sourcecode tarball.
