Nearly :) reLyX now has an option -p which allows to do that. It is
not used in the GUI yet, since it is a bit more complicated (you have
to specify the class somehow).
Concerning output, it is already done for include files, but there are
plans to someday (!) allow cut-and-paste between LaTeX and LyX.
