RedHat is naughty about getting the papersize set incorrectly in the
configuration file for dvips.
find 'config.ps' - on Debian it's /etc/texmf/dvips/config.ps - and ensure that
the start of the data is:-

Make sure these two lines are the _first_ paper size mentioned in the file.

If you can, use teTeX. It's _by far_ the best TeX implementation.
It's also a good idea to install it directly from the teTeX dist.
Debian managed to stuff it up and it seems that RedHat have too.
There are also some libpaper shared object libraries too.
They have to be correct as well.
