You did not mention which hardware you have (NetBSD runs on lots of
architectures) but supposing you have an PC-syatem, yo can try

        xmodmap -e "keycode 22 = BackSpace"

Check to see if there is a fine named /usr/X11R6/lib/X11/xinit/.Xmodmap
