This is trivial with a norwegian keyboard, just type the "ø" key and you
get it.  An "ø" is as normal as an "a", it is displayed just fine.

I guess your keyboard doesn't use a norwegian layout though.  One way of
writing occational special characters is to paste them in from some
other text.  This other text file may be generated by temporarily
loading a norwegian keyboard layout, type the "ø" (key to the right
of "l") and save it to some file for future reference.

Another way is by remapping seldom-used keyboard combinations.
Try holding alt-gr (right alt-key) and type.  This brings out
a lot of unusual letters on my machine.  If you don't find
a "ø", try remapping the altgr-combinations of your keyboard.
