To control the content font size, you can go to Documents > Settings... > Fonts and adjust the base size, or you can go to Document > Settings... > Document Class and fill in the font size in the custom class options box. The default size is 11pt; according to the manual, the class option can be set to 12pt, 14pt, 17pt or the whopping 20pt. (I think other values are just ignored.)

To control the size of the navigation information at the top, you need to put a line in the document preamble (Document > Settings... > LaTeX Preamble), after the \usetheme{Warsaw} command. Adding

\setbeamerfont{headline}{size=\TINY} makes the head line as small as Beamer will allow. Other size options are explained at the top of page 199 of the Beamer user guide (version 3.24).
