See the following for encoding info of the original TeX file which is
being imported into LyX:

werner@X10DAi:~$ encguess test.tex
test.tex    UTF-8
werner@X10DAi:~$ uchardet test.tex
UTF-8
werner@X10DAi:~$ file -i test.tex
test.tex: text/plain; charset=utf-8

I don't know what do you mean by saying this. I just do the import via
File->Import->LaTeX (Plain).
