The problem is here. You should run texconfig as a root and
redefine hyphenation patterns loaded to your tex (there may be
only limited number of them). Considering, that hebrew is rather
non-standard language (no insult intended), I would consider to
check the page of Herbert Voss (referenced on www.lyx.org) for
more information on Hebrew in LyX. There should be also somewhere
reference to the page of Dekel Tsur, who had a support for Hebrew
ready.

bud it looks more like a bug in the redhat tetex-latex package. I've 
removed the line

$</LHEenc>

from the lheenc.def file and it started to work. Because of character 
'$'  I guess  that the file was created by some bugy script, which left 
the line there. Since the hebrew is a non-standrad language :) (taky mi 
nejde do hlavy  proc vsichni nemluvi cesky )  it wasn't probably checked 
carefully.
