You can also make a LyX template. Write the title with lyx and save it to a
file in the ~/.lyx/templates directory. With File>New_From_Template you will
get a new document with the template inserted.
(if you call it default.lyx, it will also turn up on 

I consider this far more easy than writing a latex style file. Drawback of
this solution is, that you need a placeholder for your title, as the layout
will be lost for an empty paragraph, i.e. if your template is

Name


                  Title  (bold, Large)
                  
                  \today (ERT)
                  
                  
you need to go to the Title line, insert your new Title *first* and then
delete the word "Title".
