Maybe the following will code do that
  \catcode\-=\active
  \def-#1#2{\ifx-#1\ifx-#2\char'55\char'55\char'55%
  \else\char'55\char'55#2\fi%
  \else\nobreak\char'55\allowhyphens #1#2\fi}
but it have some side effects (for example, you can put only one letter
after an hyphen [althugh I think I can solve this problem]),
so you better not use it.


You can redefine \- (which you insert in lyx by pressing ctrl+'-') to behave
like "- by adding
  \addto\extrasfinnish{\def\-{\nobreak-\bbl@allowhyphens}}
to the preamble.
