I am afraid I have no solution for your problem, but I'd think you'd
have to look in one of the citation related packages.
On my machine I have e.g.
/usr/share/texmf/tex/latex/cite/chapterbib.sty
/usr/share/texmf/tex/latex/cite/cite.sty
/usr/share/texmf/tex/latex/cite/drftcite.sty
/usr/share/texmf/tex/latex/cite/overcite.sty
/usr/share/texmf/tex/latex/misc/citesort.sty
Most notably, overcite.sty contains stuff like
4: \renewcommand\citepunct{,} % no space and no breaks at commas
^^^^^^^^^^^^^^^^^^^
so I'd expect it to break line otherwise...
